The Role
The Short-Term Adviser: Performance Stories (Bougainville) will lead the development of a compelling evidence-based performance story that demonstrates how TSSP3, in partnership with the Autonomous Bougainville Government (ABG) and the Government of Papua New Guinea (GoPNG), has contributed to building a sustainable road maintenance ecosystem in Bougainville. The assignment will focus on documenting the broader systems change achieved through long-term investment in local institutions, contractors, governance arrangements and communities, rather than solely reporting on infrastructure outputs.
Working closely with the MERLA, Roads, Communications and Operations teams, you will design and implement an evaluation approach that captures evidence of institutional strengthening, local contractor development, government and private sector collaboration and community benefits resulting from improved transport access. You will undertake desktop reviews, key informant interviews, community consultations and field visits, analyse findings and develop practical, credible and decision useful products that contribute to TSSP3 performance reporting and organisational learning.
This role offers an opportunity to work with a nationally significant transport program, engaging with government agencies, development partners, community stakeholders and the private sector to highlight the lasting impact of transport sector investments in Bougainville.
