Job Description

We are looking for an experienced Project Manager to support the planning, coordination, governance, and delivery of a large-scale, technically complex infrastructure project in Singapore.

The successful candidate will work closely with project leadership, consultants, contractors, specialist vendors, and relevant authorities to ensure programme, risk, compliance, documentation, testing, commissioning, and handover activities are effectively managed.

Key Responsibilities

Project Planning & Controls

  • Develop, maintain, and regularly update integrated project schedules, master programmes, milestone trackers, and project control tools.
  • Monitor progress against planned milestones, proactively identifying schedule risks, delays, dependencies, and recovery opportunities.
  • Track design development, procurement activities, long-lead equipment, construction progress, testing and commissioning, and key project deliverables.
  • Support the Project Lead in monitoring overall programme, risk, quality, compliance, stakeholder coordination, and project performance.

Reporting & Governance

  • Prepare weekly, fortnightly, and monthly progress reports, dashboards, management updates, and executive-level reporting.
  • Develop clear project performance metrics and insights to support governance and management decision-making.
  • Maintain risk registers, issue logs, action trackers, mitigation plans, and other project governance records.
  • Track regulatory requirements, statutory submissions, approvals, waivers, certification requirements, and other compliance obligations.
  • Support compliance with relevant project governance, Security-by-Design (SBD), sustainability/certification, and operational-readiness requirements.

Stakeholder & Project Coordination

  • Coordinate across clients, consultants, contractors, specialist advisors, vendors, and regulatory authorities.
  • Facilitate project meetings, workshops, design coordination sessions, technical reviews, and stakeholder engagements.
  • Prepare meeting agendas and minutes, maintain action logs, and follow up with responsible parties to ensure timely closure.
  • Support tender administration, procurement coordination, and commercial reporting activities.

Document & Information Management

  • Manage project correspondence, registers, records, and documentation to ensure project information remains accurate, current, traceable, and accessible.
  • Maintain document-control systems, submission registers, meeting records, approval trackers, and project filing structures.

Testing, Commissioning & Handover

  • Coordinate testing, commissioning, and systems-integration activities across multiple project stakeholders.
  • Monitor readiness for Integrated Systems Testing (IST), operational-readiness reviews, and final handover.
  • Track as-built documentation, O&M manuals, training records, regulatory approvals, testing records, and other handover deliverables.
  • Support project close-out, defects management, final documentation reviews, and Defects Liability Period (DLP) coordination.

Qualifications

  • Degree or diploma in Engineering, Construction Management, Project Management, or a related discipline.
  • Relevant experience managing or coordinating complex infrastructure, mission-critical facilities, data centres, technology infrastructure, M&E-intensive developments, or other highly regulated projects.
  • Strong project planning, scheduling, reporting, risk management, and stakeholder-management capabilities.
  • Experience working in environments involving multiple consultants, contractors, specialist vendors, and regulatory stakeholders.
  • Familiarity with testing & commissioning, systems integration, operational readiness, IST, authority submissions, and handover processes would be advantageous.
  • Exposure to Security-by-Design (SBD) requirements or projects with stringent security, compliance, or regulatory requirements would be advantageous.
  • Strong documentation, governance, reporting, and communication skills.
  • Able to operate effectively in a complex, multi-stakeholder project environment.
